In July 2020 the Government published its much-anticipated draft Building Safety Bill. Described by the Housing Secretary as the “biggest improvements to building safety in nearly 40 years”, the Bill goes beyond the traditional boundaries of regulatory change and seeks to bring forward a clearer regulatory system with residents’ safety at its heart.

On 22nd April we brought together leading experts from Local Authority Building Control (LABC) and the National Fire Chiefs Council (NFCC) Building Safety Programme Team to share their views on the introduction of the new Building Safety Bill and Fire Safety Bill, what it means for them, their customers, and the wider built environment sector.

In this session, our expert panel explored the requirements the new regime will demand, provide an exclusive update from the new Joint Regulators Group, and discuss the changes to the fire safety legislation and how it aligns with the Building Safety Bill.

Martin Taylor, LABC Director of Regulatory Policy

Martin provided an overview of the Bill and an update on its progress through parliament. He explored what the Bill will demand from practitioners and the wider industry, and provided an overview of the role and workings of the new Joint Regulators Group.

Richard Clark, Technical Lead, Building Safety Programme Team at National Fire Chiefs Council

Richard explored the effects the Bill will have on the Fire & Rescue Service and how it aligns with the reform of existing fire safety legislation. He covered how these changes improve overall compliance and enhance collaboration between building control bodies and the Fire and Rescue Service.

Patrick Cunningham, Capita’s Director for Building Control

Patrick discusses the structural changes and competency requirements he’ll be exploring in preparation for the regulatory changes. He outlined the key elements he is preparing for and implementing across his services.
