We’re looking for an experienced Senior HR Business Partner to lead strategic people initiatives and drive transformation across Capita Public Services (CPS). In this pivotal role, you’ll partner with senior leaders to influence culture, build future capability, and deliver organisational change that matters.
Job Description
This is a 12-month FTC position. It is home-based, with occasional travel required for in-person meetings.

What you’ll be doing
- Lead the People Plan: Own the design and delivery of the CPS Core capabilities people strategy, ensuring alignment with transformation goals, service line priorities, and future workforce needs.
- Drive Organisational Change: Champion major change programmes, from restructures and operating model shifts to cultural transformation, ensuring they are people-focused, strategically aligned, and supported by clear communication and stakeholder engagement.
- Build Future Capability: Execute talent strategies including succession planning, leadership pipeline development, and critical skills identification. Collaborate with Talent Acquisition and L&D to deliver targeted interventions.
- Influence at the Top: Act as a trusted advisor to senior leaders, shaping decisions on structure, culture, and people priorities.
- Harness Data & Insights: Use HR analytics and market intelligence to inform data-driven decisions that support business strategy, continuous improvement, and measurable impact.
- Champion Technology: Promote innovative, tech-enabled HR solutions to enhance efficiency and elevate the employee experience.
What we’re looking for
Essential Skills & Experience
- HR Expertise: Strong technical HR background with extensive experience leading complex organisational change programmes, including restructures, TUPE transfers, and large-scale transformation initiatives.
- Agility & Resilience: Comfortable operating in a fast-paced, evolving environment, managing multiple priorities with confidence and clarity.
- Strategic Partnering: Proven success as a senior HR Business Partner within complex, matrixed organisations, influencing at the highest levels.
- Talent Leadership: Demonstrated ability to design and embed talent strategies that strengthen succession pipelines, accelerate leadership development, and build future-ready workforce capability.
- Data-Driven Decision Making: Skilled in leveraging HR analytics and business intelligence to shape strategy, measure impact, and drive continuous improvement.
- Influencing & Communication: Exceptional interpersonal skills with the ability to build trust, challenge constructively, and engage stakeholders across all levels.
Desirable Skills & Experience
- CIPD Level 7 qualification (or equivalent).
