    Transport

    Enabling £multi-million savings and improving passenger delivery

    With challenging cost efficiencies to achieve - exacerbated by inflationary pressures, changes in passenger behaviour, the forthcoming new contractual delivery model, and interim short-term National Rail contracts – private train operating companies (TOCs) face potential risks to their supply chain, compliance and procurement transformation.

     

      Our industry experts deliver future-proof long term commercial strategies and procurement transformation for improved passenger experience, enabling £multi-million savings delivery and improved contract and demand management capabilities.

      We’ve been providing private operators with dedicated procurement resource to embed best practice and mitigate commercial and reputational risk, supporting with bespoke advice on routes to market and compliance as well as facilitating and managing tender activities for multiple scopes.

      Improving visibility of contracts by 18%

      For a large devolved regional operator, we developed a pipeline of commercial activity which improved visibility of contracts by 18%. Our transport industry experts provided support on strategic projects to address contract issues and corrective action with key suppliers, as well as developing market-ready specifications and compliant tender documentation.

      The last few years have been hard on procurement budgets across the board and in May 2018 ScotRail was facing a significant deficit. The organisation needed to find cost-saving initiatives that could be delivered in a 12-month period, and turned to us for help. 

      The ScotRail franchise, which has been operated by Abellio Group since 2015, provides more than 94 million passenger journeys each year, with more than 2,300 intercity, regional and suburban rail services a day, over 340 stations, and some 800 trains serving Scotland’s railway. Railway services in the UK are operated under a number of regional franchises, which are granted for specific periods of time following competitive tender. The ScotRail franchise was awarded to Abellio for seven years (to 2022) with options to extend for up to a further seven years.

      ScotRail needed us to conduct a diagnostic of third-party spend and procurement capability with the aim of identifying short term savings opportunities.

      Expert defence industry knowledge to support initiatives

      The continuing requirement to acquire and develop often very expensive modern weapons, systems, and technology require careful consideration of requirements. We’ve helped defence organisations with programmes that have resulted in the development of trials for Defence Equipment and Support and for the Airforce, securing funding for trials and stakeholder support for their energy performance contract strategy.

      We also supported the Ministry of Defence (MOD) in developing their route to market, recognising the limited number of service providers capable of dealing with sites of the scale of the MOD estate. Our expert support to the MOD in discussions with HM Treasury on the accounting treatment for 3rd party financed energy performance contracts allowed successful initial discussions, facilitating the projects to market.
