The Ministry of Housing, Communities and Local Government (MHCLG) paid out nearly £14bn in grants to local authorities in 2019/2020, but the short-term nature of many of those grants presents a challenge for councils’ long-term, strategic planning - often the projects require an ongoing financial commitment and an associated risk.
