Supporting the South East Lincolnshire Local Plan

The South East Lincolnshire Local Plan is a joint local plan between Boston Borough Council, South Holland District Council and Lincolnshire County Council.

The three local authorities required additional support and expertise to project manage the local plan production process and to provide a range of technical advice for flood risk, housing need and supply, employment land, and duty to co-operate matters.

Our extensive experience and expertise of managing local plans gave the councils confidence that members of our planning team could add capacity and value while working alongside their joint planning policy team to help them deliver the local plan.

The key services we provided included:

  • Key technical advice on flood risk through a sequential test technical paper
  • Input into the sustainability appraisal
  • Authoring the duty to co-operate background paper
  • Authoring the spatial strategy background paper
  • Providing a lead role on employment land matters in the run up and during the examination of the local plan
  • Significant support to the joint local plan team at the examination stage of the local plan


The plan was published for its main modifications stage in the summer of 2018 and was successfully adopted in March 2019. 

It will be a key driver for growth for the region, setting out clear policies to guide proposals for new developments across the authorities up until 2036.

Providing high quality professional advice in a collaborative partnership

Gary Alexander, Manager of the South East Lincolnshire Joint Policy Unit, talks about the partnership between the local authorities and Capita: "Over a period of some three and a half years, Capita provided ongoing and flexible support to the small South East Lincolnshire Joint Policy Unit (JPU) in respect of a variety of Local-Plan-preparation matters.

This served not only to enhance the quality of his professional advice and work on specific matters, but also to foster a close and productive working relationship with all the members of the JPU.”
